The move modifier already exists. It is under move modifiers in ARC main site. I couldn't find an offset for the must be on codes and they cannot be converted. I will try the ones I can find an offset for but a lot of them are ASM.
Donny2112 converted the Marth/roy codes a long time ago in the ARC archives.

it changes the appearance of the item ( Ex. it can make a bomb look like a sword or a super mushroom like a poison mushroom. that would be cool to confuse your friends into thinking the super shrooms are good and vice versa)
That's really what it does? I'm sure you have to use the debug menu to use the code as it is under the debug menu section. I think you can change how much the items appear using it as it changes the debug menu for it so you can make items appear like 'crazy' or 'like rain' making a lot of items appear at once a lot of times.

Nope, it never made items look different. It makes it so the item frequency goes from 0-8 (8 being 'like rain' 7 being 'crazy' etc..)
